چکیده | ||
براساس برنامه پنجم، آموزشکدههای فنیوحرفهای از آموزش و پرورش منتزع و از 1390 مطابق قانون بودجه در «دانشگاه فنیوحرفهای» سازماندهی شدند. در برنامه ششم مجدداً انتزاع این آموزشکدهها و الحاق آنها به وزارت علوم در مجلس شورای اسلامی تصویب شد. در این مقاله، به روش کیفی در دو گام مرور روایتی و تحلیل تماتیک سه مرحلهای ولکات (2008) وضعیت آموزش عالی فنیوحرفهای با تأکید بر دانشگاه فنیوحرفهای مطالعه شده است. با قوانین، حمایتها و روندهای موجود، نهاد اصلی متولی این آموزشها در بلندمدت به «نسخۀ ضعیفشدۀ» دانشگاههای صنعتی تبدیل شده و از تحقق رسالت کانونی خود در تربیت نیروی انسانی ماهرِ اشتغالپذیر و کارآفرین، باز خواهد ماند. در چنین سناریویی، نقش این آموزشها در افزایش بهرهوری ملی، کاهش نابرابریها و توسعه پایدار، به نحو احسن ایفا نخواهد شد. مداخلۀ مسئولانه دولت برای رفع چالشهای این آموزشها بهطور عام و چالشهای دانشگاه و آموزشکدههای فنیوحرفهای بهطور خاص، ضروری است. عدم حساسیت دولت به چالشها و الزامات آموزش عالی فنیوحرفهای، خسارت ناخواستهای به تربیت نیروی انسانی ماهر، طبقه متوسط و ایجاد نشاط و امید، وارد میکند. با سیاستگذاری مناسب میتوان آموزش عالی فنیوحرفهای را به مسیر صحیح هدایت و آینده مطلوبی برای این نوع آموزشها و جوانان کارجو بجای میزجو، تضمین کرد. | ||
